Noticed in my nightly 'eclean distfiles' runs.
Those clean 'metadata.xsd' all the time:

  >>> Building file list for distfiles cleaning...
  >>> Cleaning distfiles...
   [   17.4 K ] metadata.xsd

I've sent a gentoolkit workaround to dolsen@ but ideally gentoolkit should not bother.

repoman support has been removed per bug 835013.

Please file a new bug (or, I suppose, reopen this one) if you feel this check is still applicable to pkgcheck and doesn't already exist.
