kde4-l10n-16.04.1[minimal] is required to work with kde-l10n-16.04.1, it is the best default for KDE Applications 16.04.1. If you only want to pick the KDE4-based part, you need to take extra measures.
In case you missed the news item https://gitweb.gentoo.org/data/gentoo-news.git/commit/?id=a526289811b6d27f57e7599684c4ce1c5631044f and the important part out of it: KDE Workspaces 4.11 will remain in the tree for a reasonable time, but be warned that it is unmaintained and may cause conflicts with newer versions of KDE Applications. KDE Applications 15.12.3 (bug 579992) stabilisation is in progress, which means a lot of slot 5 applications will hit stable. If you are interested to maintain the traditional KDE SC 4 monolithic mess, there is a user maintained overlay called: kde-sunrise. Where obsolete stuff by upstream can be placed. Feel free to work on this.
