current version in portage:

sci-geosciences/josm-9900

App suggests upgrading to version 10161.

Oops. Looks like latest version is 10168.

Thank you for the report. 
Josm updates so often, that we can not keep up with new stable ebuilds.
Most josm users prefer to use the latest version and look daily for updates.

To provide the latest josm in gentoo we have sci-geosciences/josm-99999
Please give it a try.

As of today we do not have the manpower to make tests and update josm ebuilds daily. 

So I will close the bug as solved unless the maintainer hanno wants to add anything.

Perhaps we will have to drop versions < 99999 from the tree, because josm will always claim that it is too old. Or we need more maintainers for this ebuild who are willing to bump the package once a week.

How can I sign up to help maintaining the "stable snapshots" upstream releases? I'm willing to test create and test patches and send them out for review. Would that be helpful to keep versions < 99999 in the tree?

Lori, thank you very much for offering your help.

Packages will have to stand some time in the tree as unstable ebuild before they can get stabilized. 

I think, that stable JOSM packages will require a lot man power with low benefit compared to the 99999, but lets give it a try:
  
In this special case I suggest you to read the developer manual [1], prepare a working bump in your overlay, discuss this on IRC and make a fork and pull request on github [2], when everything works fine.

On the last step one should think about the stabilization, the high update frequency will be a bit problematic.
