have a look at eix dev-libs/icu on your system. To me it looks like a problem with dependencies on your system. You can ask for help on forums, mailinglist or IRC. I will close the bug here, please report, what you could find out. We will reopen the bug of course, if you can provide further information or evidence that this could be a bug in the ebuild.
