Not sure if it should go to dev-libs/ category, so I omitted category from summary for now.
Given that there is no category for wayland-related applications, and that Weston - the reference Wayland compositor - is in dev-libs, it makes sense to keep them together until there are enough wayland applications to warrant a separate category.
Weston indeed install libraries among other things. sway does too?

Rationale: - existing Wayland compositors[1] than are not in DE-specific categories are in x11-wm category. Examples: enlightment, muffin, mutter. - despite architectural differences between Wayland and X11, X11 window managers and Wayland compositors have many similarities from _the user's perspective_.
