FWIW a @world upgrade fixed this issue but I dunno if that was the root cause.

Could be related to the specific version of ruby being eselected. Which version was eselected?

hoe has a built and runtime dependency on rdoc, and the version of rdoc you emerged checks that /usr/bin/rdoc is present and uses eselect to create the link otherwise. I'm not sure what could be wrong here. My proposal is to close this bug.

I also hit this on a stable hardened system. A deep world update --with-bdeps=y did not resolve, nor did manually rebuilding rdoc; only manually eselecting ruby21.

The reason rdoc cannot be called is this combination for me:

I am unsure what is stripping ruby20 away with me (see above).  Any ideas?  If ebuilds still use that target, I would not expect it to be stripped away.

I'm with wraeth. I had this problem on a stable system while doing emerge -DuN --with-bdeps y world. The solution was to eselect to ruby21. I don't use ruby myself (I use vagrant which in turn uses ruby, iirc), so I don't really have the slightest clue what the difference between ruby20 and ruby21 is except that ruby20 apparently breaks this build. This is what I did to fix:

~ $ sudo eselect ruby list
Password: 
Available Ruby profiles:
  [1]   ruby20 *
  [2]   ruby21 (with Rubygems)
~ $ sudo eselect ruby set 2
Successfully switched to profile:
  ruby21

I observe the same failure on my system, with only has Ruby 2.3 installed and correctly eselected, and rdoc is not installed.

The line RUBY_FAKEGEM_RECIPE_DOC="rdoc" in the ebuild adds the following bdepend: "doc? ( dev-ruby/rdoc )".
Even though I have USE="-doc", dev-ruby/hoe stills makes a call to rdoc during the compile phase, which can't work because for my particular setup rdoc is not present.

So this is happening mostly when switching from one ruby version to another, and the build is breaking in the middle because the new Ruby is not selected yet.
I think the fix I submitted should reduce the amount of breakage otherwise involve.

Okay I can confirm this fixed it in the environment where I could reproduce it easily.

Here's the catch: hoe does require rdoc, but if you are changing the version of Ruby you're setting up, the `rdoc` command itself may be available. Since we do not install the docs with USE=doc, there is no reason to build them unconditionally, and by removing that, it is possible to build hoe for a not-yet-selected new Ruby version when the rdoc command is not there.
