Most recent version in tree is sys-apps/inxi-2.2.19. Latest incarnation of the 2.2.x-series is 2.2.38 from 2016-03-31. Please update!

New 2.3.x series started on 2016-04-18.

Thank you for the report. Have you been able to update the ebuild by simple renaming?

Nope, that did not work. The ebuild points to an old location at https://inxi.googlecode.com/svn/tarballs/.

According to https://github.com/smxi/inxi/blob/tarballs/README.txt they only support the current version upstream. The location of the current tarball is: https://github.com/smxi/inxi/raw/master/inxi.tar.gz

Added your overlay manually in my /etc/portage/repos.conf/layman.conf but was not able to sync (app-portage/layman-2.3.0-r1):

!!! Repository 'jstein-overlay' is missing masters attribute in '/usr/local/overlays/jstein-overlay/metadata/layout.conf'
!!! Set 'masters = gentoo' in this file for future compatibility

your question is about the usage of layman/overlays. You will get the best support on IRC and the forums about this. 
Let us use this bug ticket strictly for the ebuild bump request.
