Entry for francois.bissey@canterbury.ac.nz (Francois Bissey) maintainer has invalid email address in metadata.xml. Thus I've assigned the bug to Gentoo Science Project.
You know I only add one PR compared to the version of the main tree (https://github.com/numpy/numpy/pull/6659). I only deal with problems with the version in the sage-on-gentoo overlay. Anyway, what do you mean by invalid email address? Does it need to be the address in bugzilla?

In this instance asking me to do the rev-bump is a bad idea. But there will be a massive commit in the sage-on-gentoo overlay to replace my address.

Ah, the problem is `epkginfo` acting counter-intuitive (IMHO). I have numpy installed from the main tree: $ cat /var/db/pkg/dev-python/numpy-1.10.4/repository gentoo `epkginfo numpy` shows this: $ epkginfo numpy * dev-python/numpy [gentoo] Maintainer: francois.bissey@canterbury.ac.nz (Francois Bissey) Maintainer: sci@gentoo.org (Gentoo Science Project) Maintainer: python@gentoo.org (Python) Upstream: Remote-ID: numpy ID: pypi Homepage: http://www.numpy.org/ Location: /var/lib/layman/sage-on-gentoo/dev-python/numpy [...] As you can see it uses info from metadata.xml in sage-on-gentoo overlay. But the first line is `* dev-python/numpy [gentoo]`, so I thought it shows me info from metadata.xml in the main gentoo repo. Thus I shouldn't have been trying to assign this bug to you at all, Francois. Sorry.
