goptlib-0.5.ebuild

Please find attached an ebuild file for the official Go library for Tor pluggable transports; I suggest it to be added to portage as dev-go/goptlib. It is one of the dependencies of obfs4proxy.

By the way, I would be interested in becoming the proxy maintainer of this ebuild.
