This is actually a feature request, not a bug.
So, say I'm trying to select 3 mirrors...
the test code so far has 3 mirrors, all with times < 10 seconds.
If it is trying a mirror, and the time is > 10 seconds; this host
will not end up being one of the last three.  Mirrorselect should
abort the test for that host and go to the next.
This way, the total mirrorselect run time may be shortened.
