Summary: despite having a "libressl" USE flag, apache refuses to install using it. You are either forced to use "-ssl" in order to build, which disables encryption entirely, or forced to install openssl instead. Steps to reproduce: 1. Install libressl according to the wiki 2. Install apache with both "libressl" and "ssl" use flags. 3. stare in sadness when you still need to install openssl.
Please provide the full build log and the output of emerge --info.
Have you also tested 2.4.18-r1 or 2.4.20?

I have tested -r1, no change. I built the package manually, works fine. looks like it's a problem with apache's ebuild depending on openssl. Looking at the wiki's howto for converting ebuilds to work with libressl, I wasn't able to figure out how apache's ebuild handled this (I usually try to supply patches/fixes with bugs).
Are you still hitting this with latest version? If that is the case, please try to run the emerge with "--autounmask=n" to try to get a more meaningful error message
bug 625450 would indicate the issue with the deps got solved ... but still failing to build due to a different bug
