Not sure if this is even worth opening a bug, but I noted that the dnscrypt ebuild references the upstream Homepage as
http://dnscrypt.org/
which forwards to https only at
https://dnscrypt.org/

The downloads are available through both http/https, but given that dnscrypt.org has hsts with includesubdomains it's probably intended to use them over https as well.
