opendds-3.8 ebuild file

Please find the attached opendds-3.8.ebuild.

Per the OpenDDS website - OpenDDS is an open source C++ implementation of the Object Management Group (OMG) Data Distribution Service (DDS). Java applications can use OpenDDS through JNI bindings. OpenDDS is supported by OCI and the source code is hosted on GitHub.

This ebuild depends on Perl.

Missed adding the OCI license file.

This package does a fetch for dependencies ACE+TAO, and it works, but is not allowed and the build systems of all three of these packages are an utter nightmare in their current form. Not to mention issues with dev-libs/ace which is in the tree but not up to par. Not worth the trouble.
