Recently, the autobuilds have got stage4 tarballs for cloud systems. Thus the handbook should now explicitly tell users to download a stage3 tarball, not a stage4 one.

the examples already tell users to download a stage3 tarball several times. nowhere is stage4 mentioned in this document.
