On both of my (mostly-stable amd64) machines, Portage wants to install =perl-core/Test-Simple-1.1.14 and upgrade dev-perl/Test-Tester from version 0.109.0-r1 to the (installing no files, according to the ebuild) version 0.114.0. And it reports an automatically-resolved block between the installed version of Test-Tester and Test-Simple. However, despite the block, on both of my machines Test-Simple fails to install with several file collisions, all of which files are owned by the old version of Test-Tester.

You can see in the output above that I've accepted the ~arch keyword for Test-Tester; that's because without doing so I get slot conflicts.

Yeah. I'd say it looks like perl-core/Test-Simple needs a blocker on dev-perl/Test-Tester and friends as well to fix the ordering.

If you can locally patch perl-core/Test-Simple to include: 

        !<dev-perl/Test-Tester-0.114.0
        !<dev-perl/Test-use-ok-0.160.0


In RDEPEND, and see how that influences ordering ( making sure to avoid metadata/manifest fun ), that'd be great.

Because IIRC, the way "!<" works in this situation is portage simply elides install-conflicts. 

SO saying "Allow file conflicts between virtual/  and dev-perl/" is ... not going to help.

You need to allow the file overwrite between Test-Tester and Test-Simple.
