When emerging kde-frameworks/plasma-5.19.0-r1::gentoo I got this compilation error:

The makefile is trying to create a new tar archive from the directory /var/tmp/portage/kde-frameworks/plasma-5.19.0-r1/work/plasma-framework-5.19.0/templates/cpp-plasmoid/  and for some reasons it fails.

Some additional info:

1. the same exact issue happens for kde-frameworks/plasma-5.18.0 too, but not for kde-frameworks/plasma-5.17.0 (which I had to dig out from a past git commit session since it's no more available from Portage);
2. updating CMake from stable to v3.3, or v3.4, or v3.5 doesn't solve the compilation problem;
3. updating tar and bzip2 to ~adm64 versions doesn't solve the compilation problem;

These are the packages that would be merged, in order:

Which explains why CMake was complaining about bzip2 and tar: there is a missing USE="bzip2" for libarchive and both kde-frameworks/karchive and kde-frameworks/plasma don't enforce a USE dependency on libarchive[bzip2?], nor the eclasses for kde5.

Now, kde-frameworks/plasma-5.19.0-r1 is compiling fine.

plasma-framework/templates/CMakeLists.txt calls kde_package_app_templates from extra-cmake-modules's KDEPackageAppTemplates.cmake which calls cmake -E tar "cvfj" which apparently uses libarchive.

As dev-util/cmake pulls in app-arch/libarchive we can fix this in kde-frameworks/extra-cmake-modules globally.
