app-portage/gentoolkit-0.3.1-r1 installs a file into /etc/tmpfiles.d, but IMHO this file should be installed into /usr/lib/tmpfiles.d instead. Indeed, the directory /etc/tmpfiles.d should not be cluttered with "standard" data from installed packages: It is meant to be used by the user only to override (or extend) this standard data which should go into /usr/lib/tmpfiles.d instead. Most other packages install into /usr/lib/tmpfiles.d (e.g. screen, eix, pdnsd, lvm2, sudo, tor, vpnc). AFAIK, all implementations honouring /etc/tmpfiles.d honour also /usr/lib/tmpfiles.d
Agreed, they belong in /usr/lib/tmpfiles.d.
