Emerging python won't create and install the python-related info-documentation.

Reproducible: Always
Steps to Reproduce:
1. emerge python # Doesn't matter if USE="doc", that only installs html-docs.
2. info python-ref
3.

Actual Results:  
The info-browser starts up and displays a message in the 'status-bar':
No menu item `python-ref' in node `(dir)Top'.


Expected Results:  
The info browser should display python reference manual

GNU Emacs 21 is required to build the info docs, a pretty heavy requirement.

Rob, what do you think about installing it when both "emacs" and "doc" USE flags are enabled?
