ebuild for next release

According to the website of biber [1]
"Biber 2.4 is now released. It should be used in conjunction with biblatex 3.3."
and after encountering troubles with biber-2.3
I had to update to biber-2.4. 

Please add the next release to portage. Find a working ebuild attached.
