I have the same problem on both computers.
If you take a look in dev-java/iso-relax's installed files, it's iso-relax.jar. Thus it seems like the ebuild has the jar mislabelled. Looking at the ebuilds of all versions of this package, they all seem to call it isorelax.jar rather than iso-relax.jar (for 8.1-r1 it's at line 276).
Ah, I've found more. dev-java/netbeans-ide does install with dev-java/iso-relax-20050331-r3 (hereafter, "r3") but not dev-java/iso-relax-20050331-r4 (hereafter, "r4"). This is because r3 installs as "isorelax.jar" (hereafter, "the concatenated form") while r4 installs as "iso-relax.jar" (hereafter, "the hyphenated form"), and netbeans-ide expects the former, the concatenated form. It seems like it's supposed to install as the hyphenated form, as r3 installs the concatenated form because it is explicitly specified to do so in the ebuild; however, the r4 ebuild does not specify at all what to install as, suggesting the natural conclusion is to install as the hyphenated form. Or the java-package-simple eclass might be doing some funny business and puts in a hyphen to screw with us. Assuming the hyphenated form is the "correct" form, I'd recommend a temporary fix of a symlink in r4 from "isorelax.jar" to "iso-relax.jar", an intermediate fix of allowing dependant packages to use whichever form is installed, and a long-term fix of deprecating r3 and switching to accept only the hyphenated form.
