I'm wondering whether we shouldn't remove the static link option for 2.1 altogether and leave this for gnupg 1.4 only

yes, we discussed this when we moved to 2.1, I do not think that the hacks we do go along with what upstream expects/supports.

Fixed in gnupg 2.1.12 (by removal of static use flag)
