maintainers.xml contains 2 different ways to refer to maintainer. That is inconsistent. "maintainer/email" is just a email "upstream/bugs-to" is URL What if developer prefer XMPP Uri as his main contact address? I propose to rename "email" xml node into "contact-url" node in https://gitweb.gentoo.org/data/dtd.git/tree/metadata.dtd.
upstream != maintainer email is supposed to map to a bugs.g.o account.
