New package has been in the tree for a month now, so please test and mark stable:
net-irc/ngircd-23-r1

Target arches: x86 amd64

Note that amd64 hasn't been stabilised as of yet, for reasons I'm unaware of.
I've got it running for a few years now, without any issues.
