I bumped into the same problem as described in this bug:

http://bugs.gentoo.org/show_bug.cgi?id=41405

I installed php first and then phpBB.  Since php provides virtual/php, when I installed phpBB it didn't install mod_php.  This bug is just a place holder so that when virtual/httpd-php exists you know to update this package.

phpBB which depends on mod_php is installed, but mod_php is never installed

Fixed in 2.0.16
