I can't reproduce this yet. I see your merge setting "-DHAVE_APPARMOR", not sure where that comes from.

this is looking like an error triggered by the setup of the tinderbox given two advanced users cannot reproduce, and i added it just days ago on the back of my successful testrun
I can reproduce this in another chroot image at the hardened server (amd64-gnome-unstable_20160121-220651) but not at the server itself - there it emerges fine. At my hardened desktop it emerges fine too. At another chroot image (amd64-selinux-unstable_20160204-170558) it emerges fine too. So I bet is is a USE-flag combination which triggers the issue.

So is this really a bug then? If so I am a little confused as to what I need to do. (Maybe :ensure every use flag combo works with my package??)
