Workaround is to create the directory manually: # mkdir /run/apcupsd
Just got the same issue. It appeared that opentmpfiles wasn't starting during boot up. Removed this packages and installed again. Now it is starting, /run/apcupsd directory is created and apcupsd is properly started.
When the original issue was reported, we didn't install tmpfiles.d file. The reported issue is resolved since we are installing /usr/lib/tmpfiles.d/apcupsd-tmpfiles.conf. If tmpfiles provider isn't properly running on the system, there is nothing we can do from package point of view.
