as you can see my locale is set to "en_US.utf8" whereas within konsole it thinks it is "nl_NL.UTF-8" which of course doesn't exist.

Your default locale can be overridden in numerous places: ~/.bash_profile ~/.bashrc Display manager selection KDE environment settings Hell, there may even be a way to override the environment in konsole itself.

The only reasonable explanation would be one of the last 2. Since I don't use a display manager it must be KDE. And indeed I found 2 files: ~/.plasma-localerc ~/.plasma-locale-settings.sh which both contain the wrong setting. I can change the first part (nl_NL) easily using System Settings, but why the second part (UTF-8) is misspelt I can't discover.

I don't think there's any bug here, just a misunderstanding.
