This commit broke repoman support for overlays that still have <herd> tags in their metadata.

Please revert the removal and write a proper repoman check to deprecate those things out. The way it's done right now annoys users and might turn potential contributors away from gentoo.

In general, I agree with Rick. But I wouldn't oppose such a patch unless Brian does.

The best time for that to happen is during the usual grace period between announcement and removal. As far as I can tell there was no such period so we have instant breakage.
