Which dev-php/pear and dev-php/PEAR-PEAR are you running? And which PHP is eselected for the CLI?

We have a few issues with the PEAR installs right now:

  1. If you upgrade PEAR-PEAR, you need to stop and run etc-update before
     installing any other PEAR packages. The new version doesn't like the
     old version's config file.

  2. The stable/unstable versions of PEAR/PHP don't mix well. If you're
     using stable PEAR-PEAR, you should have php:5.6 as your CLI
     implementation. Unstable PEAR-PEAR should take either php:5.6 or
     php:7.0

So, you may need to either keyword dev-php/pear-1.10.1 and its dependencies, or install php:5.6 to use on the CLI during installation. If not... crap, we have another problem.

dev-php/pear-1.10.1 and dev-php/PEAR-PEAR-1.10.1 are current installed.

Well, currently etc-update shows no available configs. But after reemerging dev-php/PEAR-PEAR it showed an update for /etc/pear.conf. After running etc-update, the emerge was now successfully.
