libfuzzer is part of llvm and provides fuzzing functionality.

The tarball is a checkout of libfuzzer tagged at version 3.7.1 in the folder libfuzzer-3.7.1.  No other changes were made.

i've added dev-libs/libFuzzer now.  prob should be part of llvm directly, but until then, we have a sep ebuild that uses the llvm sources.
