Apparently, compiling in support for non-C(++) languages for GCC requires activating the USE flags "gcj", "f77", "objc", (one for Ada?), etc.  This is not documented in the HOWTO or in use.desc.  Please add.  Thanks!

it's in use.local.desc since it's a local USE flag
