The current stable releases for ncurses on amd64 is sys-libs/ncurses-5.9-r99.

The ebuild metadata is missing the "minimal" flag --- however, the package still adheres to this flag.

With +minimal USE flag set, the package does not include /usr/share/terminfo/*.

With -minimal USE flag set, the above directory is populated.

More recent ebuilds do not have this issue: the USE flag minimal is present in their metadata.

sys-libs/ncurses-5.9-r99 is a dummy package that was added to help resolve a broken slotmove.

The current stable of the real package (which is also installed) indeed has the flag:
