Chris, Great question. We are not discouraging people from setting up rsync mirrors, but at the present time, Gentoo does not need any more for our rsync#.{country|continent}.gentoo.org rotations. We are at the point where our present community-run mirrors are handling the load quite nicely. If you are able to setup a mirror for your community, and have them sync off that, by all means. It saves you on bandwidth, and allows your users a geographically closer and faster sync, but it presently will not be added into our DNS rotation. Mirror bugs are being saved so that when new mirrors should need to be called into the fold, we have admins willing and able to help us out. I hope that answers your question. Thanks!
