Is it possible that this was the output of '/usr/bin/man -h' instead? What about '/usr/lib/plan9/bin/man -h'. From the environment you have posted /usr/bin is before /usr/lib/plan9/bin within the PATH variable so cmake should find /usr/bin/man instead of /usr/lib/plan9/bin/man but I am not a cmake expert.

Going to close this one. Don't think I can do anything about this. Probably this should be fixed on the plan9 (dev-util/plan9port) side.
