local:64-bit-bfd:sys-libs/binutils-libs: Support 64-bit targets even on 32-bit hosts

This flags doesn't seem to be meaningful on 64-bit hosts, and furthermore seeing USE=-64-bit-bfd by default makes people wtf. I think it should be p.use.forced on those arches to make the meaning explicit.

tracking "is 64-bit" is too much of a pain in the profiles
