I'm also seeing this when building ABI_X86 on an amd64 machine with the doc USE flag.  Build output is nearly identical (differing error text is just snarkiness: "(Fatal format file error; I'm stymied)").

I'd vote for this issue being confirmed.

Let me know if another build log or anything is desirable.

The fix of https://bugs.gentoo.org/show_bug.cgi?id=581302, e.g.

Replacing in the file /etc/texmf/fmtutil.d/format.jadetex.cnf

This appears to be a separate problem.  Please see Bug 729084.
