The url in the ebuild brings to http://www.osgi.org/Download/Release4V43 the server responds with 404. The jar file can be directly accessed via this url: https://osgi.org/download/r4v43/osgi.cmpn-4.3.1.jar Couldn't find a page where one can accept a licence before downloading. Reproducible: Always
Sorry but which ebuild are you talking about? https://raw.githubusercontent.com/gentoo/gentoo/master/dev-java/osgi-foundation/osgi-foundation-1.2.0-r1.ebuild http://felix.apache.org/ does work correctly and the file in SRC_URI is reachable.
