Yes,  I am going to mask it for now until it is a stable tarball.

BTW, you don't need to compress such a tiny build log.

May I suggest converting this bug into bumping rc2 -> rc4 and closing it? The tree is lagging a couple of months behind now per https://github.com/xdebug/xdebug/releases

The full 2.4.0 release is now in the tree and unmasked
