You should remove line with:
#RESTRICT=...

I think it's emerge bug

Thanks, that solved it. There was an error in the DEPEND variable assignement. There was another caracter instead of the closing " in the ebuild located at:

/var/db/pkg/net-firewall/shorewall-1.4.10b
