When built with USE="-gdal postgres" the build fails due to a header being unconditionally required.

In order to comply with upstream requirements as per URL, the 'gdal' USE flag has been removed and dependency on sci-libs/gdal made unconditional.

    sci-geosciences/grass: revbump to 7.0.1-r3

    Fixes sandbox violation when build with USE=opencl, remove USE=gdal and
    add hard dependency based on upstream requirements to resolve build
    failure, tidy patches into to PATCHES array, ebuild submitted by wraeth.
