eg. in recent hardened kernel DEBUG_FS is kicked away and powertop gives :

# powertop
Failed to mount debugfs!
exiting...

powertop has warned about DEBUG_FS since 2012, and powertop-2.6 specifically has a DEBUG_FS kernel check in it, so not sure what scenario you're referring to here

if it's still a problem, please re-open with current build logs
