Since the commit referenced in the URL, all library dependencies have disappeared. I'm pretty sure that isn't right.

R/DEPEND should probably be reworked to have the proto packages in DEPEND and the libraries in RDEPEND, and then have DEPEND include RDEPEND. Or use a COMMON_DEPEND intermediate variable.
