libticalcs-4.5.1.ebuild
compile cleanly the library
but installation doesn't provide ticalcs-config
the file is present in the distribution tar.gz
but it isn't copied during merging
that is needed to compile apps against 
libticalcs

This is fixed in "libticalcs-4.5.3", now in Portage. Thanks for reporting. FYI, corresponding scripts for other TiLP packages have also been added:

- "libticables-3.8.6" provides "ticables-config"
- "libtifiles-0.5.9" provides "tifiles-config"
