Yeah, I see what's going on. kdebase-runtime-meta:5 can not be installed since kdebase-meta-4.14.3 is pulling in kdebase-runtime-meta:4, I'm curious how you managed to install kdebase-runtime-meta-15.08.0 though which would be blocked by the same issue. Probably best for you to wait for the rest of *meta packages to go into tree.

OK, temporarily masked 15.8.1. Don't know why I was able to upgrade to 15.08.0 in the past, I think I've read somewhere that 15.8.0 was slotted 4 (instead of 5, like 15.8.1). Regrads
You should also uninstall kdebase-runtime-meta-15.08.1, it does nothing for you except possibly messing with depgraph. Looking at portage history it has always been slot 5.
Any plans for bringing the updated kdebase-meta to portage?

There is a version in the overlay, but uses the new kde5* eclasses which are not designed to handle old kde-base/ dependencies. As such, it no longer pulls in Plasma 4 (but Plasma 5 instead). We don't want to unleash this without a news item, but the news item is blocked by various bits being stabilised first. As an interim measure we could always hack the overlay version to include manual Plasma 4 deps and push that to the tree.

No, because the Plasma 4 and Plasma 5 packages not a 1-to-1 match. With the Plasma 4 packages removed from kdebase-runtime-meta, nothing else might depend on them and they could be removed via --depclean, for example.
plasma profile now has an (almost) full set of slot 5 meta ebuilds in tree, which are masked in kde profile to prevent conflicts.
