Dogbammit what the cow manure is this? During "repoman full" there will be no commit, so why are you spamming me with metaphorically millions of lines of useless crap?

Patch to fix the issue

Hey, it was a side effect of chunking up thousands of lines of spaghetti code.

And my not having all the correct conditions to have gotten this error.

Please test the attached patch, it should eliminate the warning for all but modes needing signing.
