No, not really. The flag has a substantially different meaning for PyQt{4,5} and pyside. That leaves us with 5 packages, which seems a bit low for a global USE flag.

But it is up to you.
On PyQt the flag enables (1) bindings for the QtDesigner module AND (2) a plugin for the designer application. They are two separate things. So these packages would still need a local description in metadata. So I'm not sure it's worth it. What's the usual minimum number of packages for promoting a flag to global?
