No, not really. The flag has a substantially different meaning for PyQt{4,5} and pyside. That leaves us with 5 packages, which seems a bit low for a global USE flag.

I am counting 8 (qwt has it as well) and only pyside seems to mean something differently then the other. But it is up to you.

On PyQt the flag enables (1) bindings for the QtDesigner module AND (2) a plugin for the designer application. They are two separate things. So these packages would still need a local description in metadata.

So I'm not sure it's worth it. What's the usual minimum number of packages for promoting a flag to global?
