Reviewed ebuild.

Since oggre is hosted to sourceforge, set the mirror:// for URI.
The src_compile() is not needed. The `make check` is executed only if
FEATURES="maketest" is set.
Fixed header of ebuild.
Use of einstall instead of make install.

Sorry... Documentation says that `make install DESTDIR=${D}` is the preferred
way...
