In rubygems 2.4.8 this message has been removed altogether since this is no longer relevant. The RUBYOPT mechanism was needed for ruby 1.8 and earlier. I'd rather keep it in rubygems 2.2.5 since it may still be relevant for people upgrading old systems. Using something like has_version would be nice but I'd rather not invest additional time in it given that I intend to mark a newer version stable soon.
