notify-osd needs schemas from gnome-base/gsettings-desktop-schemas in order to run

$ /usr/lib/notify-osd/notify-osd

Steps to Reproduce:
1. emerge notify-osd
2. run notify-osd
Actual Results:  
notify-osd didn't run without schemas
