There's no stable version of libreoffice; they've moved on and there isn't a stable build. This is starting to happen increasingly frequently with libreoffice. As a workaround, please check if adding 1-2 additional mirrors (not just your local ftp://gentoo.arcticnetwork.ca) to make.conf allows you to download. For example, I think the files may still be available on http://gentoo.osuosl.org/

Please use valid mirror settings.
Invalid SRC_URI is not acceptable and a QA issue. Relying on gentoo mirrors is not really a permanent solution. Can you elaborate what is wrong with using a valid upstream download location? Can we please be a bit more collaborative or at least communicative?
Is there a communication problem here? I don't see an explanation.
